PROP Executive Director Announces Retirement


PROP (People Reaching Out to People) has announced that Executive Director Jenifer Loon will retire at the end of June, following more than four years of dedicated leadership, guiding the organization through one of the most transformative and challenging periods in its 50+ year history.

Since joining PROP, Loon led the organization out of the COVID-19 pandemic and into a new era of service, innovation and growth. Under her tenure, PROP has doubled the number of families served, expanded access to culturally relevant food options, and strengthened housing stabilization services to meet increasing community demand.

During a time of unprecedented need, Loon championed operational adaptability and forward-thinking service models. PROP expanded mobile food distributions in partnership with regional food banks, launched Curbside Express services to increase accessibility, piloted a new home delivery program for neighbors facing transportation barriers, and enhanced its client-choice shopping model, becoming a certified SuperShelf to provide dignity and flexibility to families navigating food insecurity.

Her leadership also strengthened community partnerships across Eden Prairie, Chanhassen and the broader southwest metro. Through collaboration with local businesses, faith communities, schools and civic leaders, PROP increased both financial support and in-kind contributions, ensuring neighbors could remain fed and housed amid economic uncertainty and rising living costs.

“Jenifer stepped into leadership during one of the most uncertain times for nonprofits and communities alike,” said Brandi Warmbier, board chair of PROP. “We’re deeply grateful for the impact her leadership has had on both our organization and the broader community.”

Under Loon’s guidance, PROP has continued to evolve to meet demand — becoming more nimble, data-informed and community-centered. Her tenure saw significant growth in food distribution volume, increased donor engagement, and deeper cross-sector partnerships, positioning PROP for continued stability and impact into the future.

Recognizing the importance of accessibility and culturally responsive service, Loon also prioritized strengthening PROP’s team by hiring bilingual staff members to better serve the growing and diverse communities seeking assistance. Her leadership ensured that PROP could connect more effectively with neighbors and provide services in ways that are welcoming, inclusive and responsive to community needs.

Beyond PROP’s walls, Loon elevated the organization’s voice in broader conversations about food insecurity. She served on Second Harvest’s Partner Advisory Council and testified before the Minnesota Legislature, advocating for policies and resources that support food shelves and the families who rely on them. Her advocacy helped highlight the increasing demand facing community-based food programs and the importance of strengthening Minnesota’s hunger relief network.

In addition, she actively met with local businesses and corporate leaders to cultivate community partnerships.

“It has been an honor to serve alongside such a dedicated team and supportive community,” Loon said. “Together, we have shared resources and compassion with our neighbors experiencing hardship, offering hope for a more secure future. I am humbled by the generosity of our community and so proud of all that we have accomplished. As I leave to spend more time with our growing family, it is with immense gratitude for the opportunity to lead a very special organization, blessed by every relationship and connection I have encountered along the way.”

The PROP Board of Directors has initiated a leadership transition process and is committed to ensuring a smooth and thoughtful transition that supports staff, volunteers, donors and the families PROP serves.
