A large housing development is in its initial stages of approval within the city of Carver.
At its June 16 meeting, the Carver City Council unanimously approved the annexation of about 114 acres of land currently in Dahlgren Township, southwest of the city limits.
According to Erin Smith, community development director, the administrative process follows the “orderly annexation agreement” with Dahlgren Township, which was first instituted in 2014.
The agreement requires Carver to pay the township $500 per acre of land being annexed, to offset the loss of taxable property in the township, Smith explained.
The annexation agreement has now been forwarded to the state Office of Administrative Hearings for its 30-day review. Once the state approves the plan, the acreage will officially annex into Carver and initially zoned agricultural until it’s eventually rezoned to accommodate housing units.
The first phase of the proposed development, called Summerfield, will be constructed by Summergate. At the earliest, construction could start in 2026.
Numerous approvals and permits are required before construction can begin, including an environmental review that could take months to complete, Smith said.
The first-phase concept plan, which was first reviewed by the Carver Planning Commission on March 20 and the council on April 7, calls for about 255 homes on property bounded by Mr. Carmel Road to the north and Maplewood Road to the south. Smith said the concept plan may need to be adjusted, depending on the outcome of the environmental review.
According to initial concept plans, future phases in the Summerfield development likely will total 492 acres and approximately 2,500 housing units.
